Mr G. Chilinde

Mr. Gilbert Precious Chilinde was appointed Dean of the Faculty of Built Environment, on 1st May 2021. He served as Head of Department for Land Surveying and Physical Planning from April 2019 to April 2021. Mr. Chilinde joined the Malawi University of Business and Applied Sciences (MUBAS) formerly University of Malawi-Polytechnic on 6th January 2014 on the position of Lecturer in Physical Planning.

Mr. Chilinde is a Fellow of the Malawi Institute of Physical Planners (MIPP)  and a member of the Spatial Planning for Regions in Growing Economies (SPRING) International Association of Development Planners (SIADP). He holds an International Joint Master of Science Degree in Regional Development Planning and Management from Technical University of Dortmund in Germany and Universidad Austral De Chile (UACH) of Valdivia, Chile awarded in 2011, a Master of Arts in Development Studies and a Bachelor of Education Science-Geography from the University of Malawi-Chancellor College 2008 and 2000 respectively. He holds other technical certificates in Urban Planning and Development Management from Kobe Housing and Development Cooperation of Japan; Urban Pollution Control Technology for Developing Countries from Suzhou University of Science and Technology of Peoples Republic of China; Contributions of Science to Sustainable Tourism Development from Universidad Austral De Chile (UACH) and Centre for Research of Ecosystems in Patagonia (CIEP); Tourism, Territories and Societies: Sustainable Development Based on Scientific Research and Integrated Management from Centre for Research of Ecosystems in Patagonia (CIEP); Ecology and Architecture of Landscapes in the South of Chile from UACH; Risk Management and Corporate Governance in State Owned Enterprises from Shaik Management Consultancy FZE of United Arab Emirates; Corporate Governance in Statutory Corporations from Malawi Institute of Management and Department of Statutory Corporations; Public Sector Leadership in Africa from Eastern and Southern Africa Management Institute (ESAMI); and a Certificate in Financial Services-Banking  from the Institute of Bankers of South Africa. 

Between 2004 and 2013 he worked for the Department of Physical Planning in the Ministry of Lands, Housing and Urban Development as a Principal Physical Planning Officer. He was responsible for Policy, Standards and Guidelines Unit where he contributed to processes which culminated into national policies, programmes, and regulatory documents such as the National Urban Policy, National Housing Policy, National Land Use Planning and Management Policy, Land Use Planning and Development Management Guidelines and Standards, Physical Planning Act and its Regulations among other tasks. Previously, he worked for National Bank of Malawi from 2001 to 2004 where he completed the Bank’s Graduate Trainee Programme and served as Personal and Corporate Banking Officer at Zomba Service Centre.

He served as Board Chairperson for the Technical Entrepreneurial and Vocational Education and Training Authority (TEVETA), a parastatal organization from 2015 to 2020, Vice President for a professional body, the Malawi Institute of Physical Planners (MIPP) from 2016 to 2020 and President for Walani Private School Parents and Teachers Association from 2011 to 2013. Mr. Chilinde is passionate about Regional Development Planning and Management and research interests in spatial justice; urban inequality; disaster risk management; urban development planning policy and management; and participatory and multi-governance approaches for resilience. He has private interest in property development and management. He is married to a higher education academic administrator, Yamikani Dalitso Bweya Chilinde also working for MUBAS. They have four children, Tikondwere, Mtendere, Cristian and Harriet.
